Water Rescue Scotland is Scotland’s leading provider of Rescue 3 Europe water safety and rescue training. We deliver nationally recognised courses for emergency responders, local authorities, environmental agencies, utility companies, outdoor professionals, infrastructure inspectors, construction teams, and organisations working in or around water.
Our courses follow the internationally recognised Rescue 3 Europe framework and align with the DEFRA Flood Rescue Concept of Operations, providing a clear progression pathway from water awareness through to operational rescue technician level.

Training is delivered throughout Scotland from a range of venues including the River Findhorn, River Spey, River Tay, River Dee, River Ness and other suitable locations that allow realistic training in moving water environments.
The DEFRA Flood Rescue Concept of Operations (FRCO) provides the nationally recognised framework for flood and water rescue operations within the United Kingdom.
Developed by the Department for Environment, Food and Rural Affairs (DEFRA), the framework establishes common standards, training requirements, operational procedures, and competencies for organisations involved in flood and water rescue activities.
The concept was introduced to improve public and responder safety by ensuring that personnel operating in or around water are trained to an appropriate level for the risks they face.

The principle is simple: personnel should only operate within environments for which they have received appropriate training, equipment, and supervision.
Module 1 is designed for personnel who may need to enter shallow water as part of their normal duties but are not expected to perform rescues.
Personnel at this level are trained to work safely in water and understand what to do if an incident occurs.
Module 2 introduces rescue skills and is intended for personnel who may be required to carry out bank-based rescue operations.
Personnel qualified to Module 2 can operate safely near water and perform low-risk rescue interventions from the bank or shallow water.
Module 3 is the operational rescue level for personnel who are expected to enter moving water and perform rescues.
This is typically delivered through the Rescue 3 Swiftwater Rescue Technician (SRT) programme.
Technicians are trained to operate within dynamic water environments and undertake rescues using recognised national procedures.
