Understanding the DEFRA Flood Rescue Concept of Operations

The DEFRA Flood Rescue Concept of Operations (FRCO) provides the nationally recognised framework for flood and water rescue operations within the United Kingdom.

Developed by the Department for Environment, Food and Rural Affairs (DEFRA), the framework establishes common standards, training requirements, operational procedures, and competencies for organisations involved in flood and water rescue activities.

The concept was introduced to improve public and responder safety by ensuring that personnel operating in or around water are trained to an appropriate level for the risks they face.

DEFRA Training Levels Explained

The DEFRA framework uses a progressive approach to training, allowing organisations to build competence according to operational need.

Water Awareness (Foundation Level)

This is the entry point for anyone who may work near water but is not expected to enter the water or carry out rescues.

  • Safe working practices around water

DEFRA Module 1 – Safe Working Near and In Water

Module 1 is designed for personnel who may need to enter shallow water as part of their normal duties but are not expected to perform rescues.

This level is commonly delivered through Rescue 3’s Safe Working in Water programme.

DEFRA Module 2 – Swiftwater and Flood First Responder

Module 2 introduces rescue skills and is intended for personnel who may be required to carry out bank-based rescue operations.

  • Throwline rescue
  • Reach rescue
  • Wading rescue
  • Casualty care considerations
  • Self-rescue techniques
  • Hydrology and hazard recognition

Personnel qualified to Module 2 can operate safely near water and perform low-risk rescue interventions from the bank or shallow water.


DEFRA Module 3 – Swiftwater Rescue Technician

Module 3 is the operational rescue level for personnel who are expected to enter moving water and perform rescues.

This is typically delivered through the Rescue 3 Swiftwater Rescue Technician (SRT) programme.

  • In-water rescue techniques

  • Live bait rescues
  • Technical rescue systems
  • Entrapment rescue
  • Flood rescue operations
